Education Technology Strategic Assessment

Every school needs an EdTech Strategic Plan. How is this plan different from the educational objectives or the long-range goals? Simple, the EdTech Strategy is one level down from Educational strategy. It addresses the EdTech requirements needed to accomplish the Strategic Plan. It must be rooted in the fundamental objectives of the district, but must be granular enough to define what technology components make up the breadth of systems and services that support the academic goals.

How detailed is this EdTech Strategic Plan? It must be detailed enough to develop Scopes of Work, a cost model, and a phased implementation plan. 

Many schools have "Hybrid" and "Remote" learning initiatives, but are they really more than devices and software? The plan must state the objectives and benefits. To be a real initiative, the plan must have a defined Scope, Scale, Budget, and Resources to execute the initiative. 

These details make up the difference between "we'd like to do this" and "we are doing this." 

 Performance Requirements are a description of technical capabilities that can be used for procurement of non-proprietary systems, such as network or server equipment.  Bills of Material can be used to procure specific manufacturer's equipment.  For large-scale procurements, these may require Board Approval of equipment standards. 

 EdTech standards are a commitment by the district and its leaders to a specific technology platform. A commitment that must be approved by the Board of Education, and that allows the district to procure large-scale contracts of equipment and services based on these standards.

Without these standards, there is no way to control EdTech "projects" and expenditures. This doesn't mean that a business can't procure without them, only that platform or manufacturer specific standards cannot be defended in a competitive bid format without Board Approved standards.
